Why arrow keys scroll instead of moving the cursor
Find out why arrow keys scroll the page or sheet instead of moving the cursor, test whether the keys register, and fix focus or Scroll Lock.
You press an arrow key to move the cursor, but the page or spreadsheet moves instead. The cause depends on where you are typing: a web page may scroll normally, while a spreadsheet can scroll because Scroll Lock is on.
Use the Keyboard Test to check whether each arrow key registers. Then compare what happens in a text field, a web page, and the app where you noticed the problem.
Test what the arrow keys do
- Open the Keyboard Test and press the Up, Down, Left, and Right arrow keys one at a time. Check whether each key registers in the test.
- Click inside a text field or document where you can type. Press the arrow keys and see whether the text cursor, also called the insertion point, moves through the text.
- Try the keys on a blank part of a web page. If the page moves, but the keys registered in the test, that is usually normal: the browser scrolls the page when you have not focused an editable field.
- If the issue happens in a spreadsheet, click a cell and press an arrow key. Watch whether the highlighted cell changes or the sheet moves while the highlight stays put.
- Repeat the test in another app. This helps you tell whether the behavior comes from one app or happens everywhere.
What the result means
The keys register, and the page scrolls outside a text field
The keyboard is probably working as expected. Arrow keys scroll a web page when no text field or other control is ready to receive them. Click inside the text you are editing first. On some pages, clicking a paragraph does not make it editable, so use a text box or open the content in an editor.
A spreadsheet scrolls but the selected cell stays still
This is a common sign that Scroll Lock is on. In many spreadsheet programs, Scroll Lock changes the arrow keys from moving the selected cell to moving the sheet around it. Turn Scroll Lock off, then try the arrows again.
The selected cell moves, but the text cursor does not
You may be editing the contents of a cell rather than navigating the sheet. Press Esc or Enter to leave cell-editing mode, then use the arrow keys to move between cells. To move through text inside a cell, enter editing mode first.
One or more arrows do not register in the test
The problem may be the key, the keyboard connection, or an accessibility setting that delays or filters key presses. Test the keyboard in another app and reconnect it before deciding the key is broken. A browser test can check keys that reach the browser, but it cannot detect every keyboard shortcut intercepted by the operating system.
How to fix it
- Click the place you want to edit. Put the text cursor inside a document, message box, or other editable field. Clicking a page background does not create a text cursor, so the browser may keep scrolling instead.
- Turn off Scroll Lock. Press the Scroll Lock key if your keyboard has one, then test the spreadsheet again. If it does not, on Windows 11 open Settings › Accessibility › Keyboard, turn on On-Screen Keyboard, and select ScrLk. macOS does not have one universal Scroll Lock switch, so check the spreadsheet app's own keyboard or scrolling settings if the problem is limited to that app.
- Exit cell-editing mode. In a spreadsheet, press Esc to cancel editing or Enter to finish it. The arrow keys should then move the selected cell instead of the text cursor inside it.
- Check whether the app has keyboard navigation enabled. Some pages and apps use arrow keys to scroll, move between controls, or navigate a document. Click an editable field or select the item you want to control. If only one app behaves differently, check its keyboard shortcuts and settings rather than changing the whole keyboard.
- Check accessibility key settings if presses are delayed or missed. On Windows 11, open Settings › Accessibility › Keyboard and check whether Filter Keys is on. On macOS, open System Settings › Accessibility › Keyboard and check Slow Keys. These options can change how key presses are accepted, but they do not normally turn arrow keys into page scrolling.
- Reconnect the keyboard. Unplug a USB keyboard and try another port. For a wireless keyboard, check its battery, reconnect its receiver, or pair it again. Restart the computer if the keys still behave differently in multiple apps.
When the keyboard may be faulty
If an arrow key fails to register in the Keyboard Test and also fails in other apps, try the keyboard on another computer. For a laptop, connect an external keyboard to compare. If the same key fails across devices, check for debris around the key and follow the manufacturer's cleaning instructions. A key that remains unresponsive after cleaning may need a keyboard replacement or repair, especially on a laptop where the keyboard is built in.
Why the cursor and page respond differently
Arrow keys do not usually move the mouse pointer. They move a text cursor, change a selected item, or scroll a page depending on which part of an app is active. A text cursor appears between letters in text you can edit. A cell outline or button highlight is a selection, not a text cursor. If there is no editable text or selected control to move, the browser or app may use the arrows to scroll.
The Keyboard Test can confirm that an arrow key reaches the browser, but the app you are using decides what that key does next.
